Project Background and Objectives

Three requests for information meetings were completed and submitted by area residents. Johnson County Wastewater (JCW) staff studied how this area might be best served by sewers. Staff planned proposed sewers and developed cost estimates to sewer this area. Kill Creek #2, Lateral Sewer District #1 is proposed to serve approximately 85 acres and 352 properties around the Gardner Lake area with low pressure sewers. The proposed district consists of a 279 home residential neighborhood served by septic tanks. These sewers would provide service to all existing homes and vacant lots that could be developed in the proposed sewer district.

The Kansas Department of Health and Environment (KDHE) has a State Revolving Fund Loan Program (SRF) that has approved a potential low pressure sewer project for the Gardner Lake Area. The program allows for a low interest loan over a 20 year period to residents in the proposed sewer district. It also calls for 40 percent principle forgiveness (effectively a grant) on the project. Another new development with this program is the ability to finance the installation of the grinder pump unit and connection fees for each home. These cost figures are shown on Figure 2. The maps and cost sheets were distributed at the information meetings and were mailed to each property owner in the proposed sewer district.

Given these new developments, Johnson County Wastewater held two additional information meetings regarding the possibility of providing sewers to the Gardner Lake area on Mar. 31, 2011, and Apr. 5, 2011. Subsequent to the meetings, a petition for creation of a sewer district was developed and circulated by the property owners.

On Sept. 15, 2011, the Johnson County Board of County Commissioners voted to approve the Gardner Lake Pressure Sewer Project. On Mar. 8, 2012, The Board approved the KDHE SRF Loan Agreement for the project.

 

Current Status

The design phase of the project is proceeding and the designed alignment is being finalized.

Construction is anticipated to start in the summer of 2014.

Service agreements, contractor authorization, and the $200 permit fee will be needed prior to bidding the project. JCW is anticipating mailing the forms approximately mid-March 2014.

Key Facts

1. Consistent with other similar projects, JCW’s capital fund will pay for some of the proposed project costs. In this case, it is estimated that JCW will pay for approximately 63% of the overall project cost to construct the main lines. This reduces the overall assessment for each property owner. The remaining costs will be paid for by a benefit district. The boundary of the proposed district is shown on the maps.

a. Figure 1 shows the proposed sewer district with the main lines.

b. Figure 2 shows "bottom line" and detailed cost sheets of what you will pay for each assessed property if the project is approved. In the event a district is created, “assessed” properties will pay the sewer charges as described in the cost sheets, and “not assessed” properties will not.

c. Figure 3 is a color-coded map that shows which properties are assessed and which ones are not . If you have questions about the designation for your property, please call us at one of the numbers provided below.

3. Low pressure sewers are the only type of sewers feasible for this proposed area due to the topography of the land.

4. JCW provides 24 hour service to homes on grinder pumps via a contract provider. There is no separate charge for this service. During power outages longer than 4 hours, JCW's contractor is required to power individual units with a portable generator.


Quick Facts

Based on the current alignment, this project would consist of:

Total estimated project cost prior to 40% principle forgiveness

> $3.5 M sewer mains, $4.2 LPS pumps, $1.4 M connection costs
> Estimated length of sewer line: approximately 30,000 feet

Estimated project cost to each assessed property after 40% principle forgiveness

> $141 (Main) + $567 (pump) per year if spread over 20 years. See Figure 2 for more details and additional costs.
